Time-credit disputes are the most common § 2241 issue, and the most commonly mishandled. The calculation is the BOP's to make in the first instance — which is why the administrative record you build matters more than the argument you eventually write.

Establish what the statute says you should have

Credits are earned for successful participation in evidence-based recidivism reduction programming or productive activities under 18 U.S.C. § 3632(d)(4).
§ 3632(d)(4)(D) lists the offenses that make a prisoner ineligible to apply earned credits. Read the list against your own offense of conviction rather than relying on what staff tell you.
§ 3624(g) governs how eligible credits are actually applied toward prerelease custody or supervised release.
Distinguish clearly between earning credits, being eligible to apply them, and the BOP's arithmetic. These fail in different ways and need different arguments.

Build the paper record

Request your individualized needs plan, program review reports, and sentence computation. Ask in writing.
Identify the specific discrepancy — days, dates, and which programs are unaccounted for. A general complaint that the number is wrong will not survive.
Keep every dated copy. The administrative record is what a district court will look at.

Work the administrative remedy process

Informal resolution, then BP-9 to the Warden within 20 calendar days of the basis for the request.
BP-10 to the Regional Director within 20 calendar days of the Warden's signed response.
BP-11 to the General Counsel within 30 calendar days of the Regional Director's signed response — the final administrative appeal.
If a level does not respond within its time (20 / 30 / 40 days), note that in writing and proceed. Do not simply wait.

Going to court

Once exhausted, the vehicle is a § 2241 petition filed in the district where you are confined, naming the warden.
Attach the full administrative chain as exhibits. The absence of exhaustion proof is a common early dismissal.
The $5 habeas fee under § 1914(a) applies, or file in forma pauperis.
